INTRODUCTION

Landslides are a serious geologic hazard common to many parts of the world. Globally, landslides cause billions of ringgits in property damage and thousands of deaths and injuries each year. In Malaysia, from 1973 to 2007, some 440 landslides were reported. Of these, 31 cases involved fatalities. There have been slightly less than 600 deaths due to landslides in Malaysia since 1973. In addition there are thousands more ‘unreported’ minor slope failures and landslides.

The Slope Engineering Branch (CKC) under the Public Works Department (JKR) was formed on 2 February 2004 after a rockslide at Km21.8 of the New Klang Valley Expressway (NKVE) near Bukit Lanjan on 6 November 2003 severed the highway and caused massive transportation congestion in Kuala Lumpur for more than six months. The mandate given to the Branch was to manage, control and monitor all slopes in hillside areas in the country as the government was concerned with issues of slope stability and the safety and welfare of the public.

In response to the rising problems and the realization of the impact of landslide hazards in the country, it was decided in the Cabinet Meeting on 26 May 2004 that a study on slope master plan be carried out.

SCOPE OF STUDY

The goal of the National Slope Master Plan (NSMP) study was to formulate a detailed, comprehensive and effective framework of policies, strategies and action plans to reduce risks from landslides on slopes nationwide, which included activities at the national, state and local levels in both the public and private sectors.

The scope of the master plan study encompasses ten components, which are:-

  • Policy and Institutional Framework
  • Hazard Mapping and Assessments.
  • Early Warning and Real-Time Monitoring
  • Loss Assessment
  • Information Collection, Interpretation, Dissemination, and Archiving
  • Training
  • Public Awareness and Education
  • Loss Reduction Measures
  • Emergency Preparedness, Response and Recovery
  • Research and Development
